Code of Federal Regulations (CFR)

Code of Federal Regulations & State Administrative Codes

Congress and state legislatures delegate rule-making powers to administrative agencies so that they can create regulations to enforce laws. New Federal rules are published in the Federal Register and in comparable publications at the state level. Annually, these rules are codified. The Code of Federal Regulations (CFR) is the official source of Federal rules and regulations. The chapters in the CFR reflect the chapters in the U.S. Code. At the state level, the Administrative Code is the subject arrangement of regulations currently in force in the state. Most states make their Administrative Code available on their official state website.

Reading a Regulation Citation

Regulations are codified -- or placed in a subject arrangement -- annually. They are divided into titles (subjects) that reflect the titles of the jurisdiction's code of laws. Each title is subdivided into sections. A citation for a regulation is composed of the title number, the abbreviation for the administrative code being cited, a section symbol and section number, and the year of the edition being cited.
